The name "GTO," which stands for GRAN TURISMO OMOLOGOTO, was a reference to an Italian racing class based on production vehicles. In 1964 they were an option for a Tempest. But in 1966 the GTO became its own model, as the 1st muscle car from the factory. The 2 engines they came with were 389 or the 421. There is more info on GTO's all around this sight.
